The Anthro Arbiter went through several different designs before he appeared in the comic. The initial idea of the vigilante in the weaponized fursuit was always there, but the design of said fursuit changed several times.
The earliest idea was a skunk. Firstly, I haven't drawn any skunks for the comic and I thought it might be neat to have more species diversity. Secondly, his tail and skunk stink could be utilized for spraying crazy knock-out gas. Then I tried the idea of a black cat, which made sense, being that he's a night stalker.
The arm blades were always part of the idea, and they too went through a few changes. I thought of extendable/retractable blades, but that brought up questions of the mechanics of it. Later, I did some research and came across the Indian katar punching daggers. I even found that some of them had a pair of flintlock pistols attached just as the Arbiter's guns are attached.
While he initially had armor or equipment on the outside of the fursuit, I decided to put all that stuff back inside. This greatly simplified the design and made it a much cooler and animalistic. External pistols in holsters were dropped due to the fact that he's wearing fursuit gloves, which aren't the most dexterous things in the world. Also, those would kind of defeat the purpose of the big arm blades and their attached guns.
